THSCA LEGISLATIVE ALERT
Home Schools Petition State Legislature for Admittance to the U.I.L.
S.B. 2046 by Van Taylor relates to the participation of home school students in U.I.L. sponsored activities.
If passed, the language in this bill would dismantle a level playing field for our public schools and the children they serve. This would affect all extracurricular activities in all classifications.
On Monday, May 11, S.B. 2046 passed through the Senate. The next stop in this process will be to submit the bill to the House Public Education Committee for a vote. It is especially important that we voice our opposition to S.B. 2046 AS SOON AS POSSIBLE. (THIS WEEK!)
We need your help to contact our state representatives to show strong opposition to opening the U.I.L. membership to home schools. Our opposition to this bill is in no way a criticism of home school families, it is about treating public school students fairly.
We are asking each of you to contact your representatives to express your opposition to S.B. 2046 using the following bullet points:
The inclusion of home schooled students creates a significant imbalance between what is required of public school students and home school students in the area of academic assessment. Public school students are subject to critique from multiple teaching professionals and state curriculum regulations as opposed to an unregulated curriculum by home school parents.
The regulatory requirements included in S.B. 2046 have been met with resistance from the home school community as indicated in testimony before the Senate Education Committee.
For those families that CHOOSE alternative education pathways, there are many extra-curricular opportunities for home school students to participate in through various associations and club sports.
The hours available to traditional public school students to practice and receive extra-curricular instruction are significantly restrained by school schedules that are not applicable to home school students.
The statutory requirements for public school students plus local board and campus guidelines are not applicable to home school students thus creating an inequitable standard between these two groups of students.
For these same reasons listed above, the Texas Association of Private and Parochial Schools (TAPPS) also does not allow participation of home school students.
It is imperative that we contact our state representatives and strongly oppose opening the U.I.L. membership to home schools or private schools. The language in this bill would destroy a level playing field for U.I.L. member schools.
Here are a few things you can do to help:
First, contact your state representatives. We have tried to make it as easy as we can for you. ACS Athletics has donated a website tool to make it easy for anyone in Texas to send emails to their state representative. We urge you to go to this website now and spend 2 minutes to add your name to the list of those who oppose the legislation. You can get to this tool by CLICKING HERE. You can also act by calling your representative and/or sending a handwritten note. We have provided a list of the members of the House Committee on Public Education below. Click on the link below or visit our website for a complete list of representatives and their contact information.
Lastly, we need to bring this legislation to the attention of as many people as possible and encourage them to contact their legislators. Please forward this email to all friends of high school athletics and encourage them to voice their opinions.
